If these hypotheses are correct, it then follows that humans engage in space exploration because of irresistable urge deeply embedded in their psychology. Various ways to go to outer space have been suggested. For instance, people in their present body, after some training, can go to the L5 point or asteroids aboard a spacecraft and live there. The method suggested by Dr. Jastrow is to make a robot with an advanced thinking ability, using silicon for the brain, and send it to space. Dr. Oshima’s theory is that a DNA such as Bacteriophage <£X174 can be sent to a star with an environment similar to the Earth’s and there the DNA can settle and propagate the life from the Earth. Many other interesting and unprecedented concepts have been considered in this century. MACRO-INSURANCE FOR ENERGY FROM SPACE Once people are provoked by the urge in the inner soul as programmed in the DNA, they begin to imagine and produce various engineering ideas to satisfy their urge, and at this point, there is no return for but constant challenges to go out to space in whatever ways possible. At first, people will need constructing platforms and stations to be installed in the low Earth orbit or geosynchronous orbit surrounding the Earth for some preliminary activities. Mr. Derek Fraser invented a system of macro-insurance, which is indispensible for the construction of space facilities. The system 1 am proposing is an insurance for the maintenance of space facilities after they are constructed and installed. Space stations, space cities and lunar bases after completion may suffer various risks, such as large meteorites falling on them, asteroids or comets striking them, their colliding with other structures, and these risks need to be predicted in terms of the probability of their occurrence. An insurance system, therefore, should be established in order to forecast the frequency and scale of such risks, calculate the economic requirement or Bedarf to cope with the conditions after the accident, and to meet that economic requirement through a planned sharing of efforts among the parties that have stakes in the facility concerned. The premium of this insurance system can be utilized as investment funds for the maintenance of established space infrastructure as well as the implementation of additional projects. THE “FIN DE SIECLE” MACRO-INSURANCE This concept may be further broadened to suggest the end of century overall insurance scheme. Space Shuttle is in a sense the forerunner of today's Noah's Ark.
