If the preliminary aspects of the short-term programme will cause a positive decision for further efforts, our recommendations are the following: (1) The analysis of specific European problems has to be extended and refined; (2) A joint group of US and European planners and engineers must work out the specifications for a cooperation in a technology programme after 1982; (3) A specific European experimental programme on the impacts of SPS installation and operation on the environment has to be launched and later on extended.
