Except for brief executive sessions its two-day meetings have been open to the public. The Office of Technology Assessment (OTA), under the Direction of Dr. Ray A. Williamson, is conducting an independent assessment of solar power satellites. This study is not tied to the Department of Energy or to NASA although information is exchanged between the groups. OTA has hired its own contractors, usually people not involved in the DOE program. They are seeking a balanced assessment in order to lay out policy options for consideration by Congress. The study is costing approximately $250,000.00 and is taking about 1-1/2 years. (It has been on an on-again/off- again basis since August 1978.) The OTA SPS assessment is divided into four categories — technical options, public acceptance, institutional acceptance and programmatic context.
